Does MSIG’s maid insurance meet the Ministry of Manpower's (MOM) requirements for foreign workers?

MaidPlus insurance is a comprehensive package of benefits covering accidental death or disablement, hospital and surgical expenses, wages and levy reimbursement, repatriation expenses, guarantee bond and other benefits.

These include MOM’s requirement of (i) Hospital & Surgical Expenses of at least $15,000 a year and (ii) Personal Accident of $60,000 covering death and personal disablement for the foreign domestic maid. For a higher coverage and benefit limits, you can choose the Classic or Premier plans for that extra protection.

How does the Maid Insurance Guarantee Bond work?

We will issue a Letter of Guarantee as a security bond on your behalf to the Ministry of Manpower ("MOM").
If you require, we will also issue a Letter of Guarantee to the Philippine Overseas Labour Office in Singapore ("POLO") on your behalf.
If a demand is made by MOM and/or POLO as the case may be, we will first make the payment and recover any paid sums from you under the policy conditions of the section on Maid Insurance Guarantee Bond.
You can purchase the optional cover for the Waiver of Counter Indemnity in respect of the Letter of Guarantee to MOM, paying only $250 for the excess for your own account.

When will the Maid Insurance Guarantee Bond be transmitted to MOM?

The Maid Insurance Guarantee Bond will be transmitted electronically to MOM as follows:

  • For a new hire or transfer case – within 14 days before the commencement date of the insurance
  • For renewal – 2 working days after your application is accepted by us

What is the difference between Medical Expenses benefit and Hospital & Surgical Expenses benefit?

Medical Expenses under the Personal Accident section of MaidPlus insurance cover the cost of treatment (including outpatient treatment) due to accidents only. The cover under Hospital & Surgical Expenses is wider as it extends to medical expenses incurred as an inpatient of a Hospital as a result of illnesses or accidents. Medical expenses incurred up to 90 days pre and post hospitalisation and day surgery are also covered under Hospital & Surgical Expenses.

How does the Wages & Levy reimbursement benefit work?

MaidPlus insurance pays a fixed sum per day up to 60 days if your Maid is hospitalised as a result of an injury or illness so long as Hospital & Surgical Expenses benefit is payable.

How does the Alternative Domestic Help benefit work?

This benefit relieves an employer by reimbursing a fixed daily sum up to 60 days to supplement the cost of hiring alternative domestic help during the period of your Maid's hospitalisation due to a covered injury or illness.

Will my Maid be covered when she returns to her home country for holiday?

When your Maid goes on holiday in her home country, she will be covered only for the Accidental Death and Permanent Disablement benefit provided her work permit is not cancelled during the period. All the other benefits will resume cover upon her return to Singapore.

Can I buy the Philippine Overseas Labour Office (POLO) Bond Midway?

Yes, you can buy the POLO Bond midway if you are an existing MSIG’s maid insurance policyholder. The cover will end on the same date as the period of insurance of your existing policy. For more information, please email us at [email protected] for assistance.

Do I get a refund if I cancel my MaidPlus insurance policy?

If you cancel the Policy, you will receive a refund of premium based on the Company's short period rates for the unexpired period of insurance coverage, subject to a minimum charge of $50. There will be no refund if the cancellation is made 180 days or more after the commencement date of the insurance coverage.

Can I change my plan once the policy has started?

Mid-term change of plans is not allowed once the cover has commenced. To ensure you and your helper are adequately protected, please select the plan that best fits your needs at the start of the cover.

[For existing MSIG MaidPlus insurance policyholder] My maid is currently undergoing medical treatment, for my new maid policy application, can I buy a higher plan for increased hospitalisation and surgical expenses to cover for those medical conditions?

The higher plan limits will apply only to new medical conditions under the new insurance period. If your maid's medical condition was first made known/ occur during a previous policy period with MSIG, the hospitalisation and surgical expenses benefit limit will be capped up to the Hospital & Surgical Expenses limit under that plan and/or optional cover if any, of the policy previously insured with us or under the new policy, whichever is lower.

How do I make a claim?

Please contact our Claims Department as soon as possible after any event giving rise or likely to give rise to a claim and complete a Claim form to facilitate the claim process. Written proof of the accident such as police report, doctor's report, original medical receipts, invoices and all supporting documents must be furnished as proof of claim.

How do I redeem the Medical check-up gift?

Purchases made online are eligible for complimentary Medical Check-up. You will receive the gift via email via email with relevant links for redemption. To redeem, present the redemption email and the Medical Examination Form for Foreign Domestic Worker from Ministry of Manpower, to any of the listed Shenton Medical Group clinics convenient to you. Please contact the clinic prior to your visit to ensure availability of the flu vaccination.

Why is the maid insurance covering 26 months instead of 24 months? 

The extra two months of maid insurance is required by the Ministry of Manpower to ensure that even after the expiry of the maid's work permit, there is insurance coverage for your maid while they are in Singapore and for when repatriation is not immediate. 

Regulatory Updates

Regulatory updates on COVID-19 cover for foreign domestic workers (FDWs)

With effect from 1 January 2021, the Ministry of Manpower (MOM) requires all long-term pass (LTP) holders (including foreign domestic workers) returning to or entering Singapore to have insurance coverage of at least $10,000 for their medical expenses if they develop COVID-19 symptoms or test positive within the first 14 days of arrival in Singapore. The cover will pay for their inpatient medical bills. 

The government has recently announced tightened border measures which took effect from 8 May 2021. Workers arriving from certain high-risk countries are required to observe either 14 or 21 days Stay-Home Notice (SHN) in accordance with the Ministry's notifications. 

COVID-19 benefit for foreign domestic workers

MSIG's policyholders can include the COVID-19 benefit to their MaidPlus policy with an additional premium of $64.20 (inclusive of 7% GST) for up to 26-month cover, subject to the prevailing discount if applicable. 

The COVID-19 cover is designed to pay for the medical expenses incurred if your domestic helper is diagnosed with COVID-19:

  1. within 14 days of arrival in Singapore regardless of whether he/she is required to serve Stay-Home Notice (SHN), or
  2. during Stay-Home Notice (SHN) period of up to 21 days of arrival in Singapore.

We will pay for the eligible hospital and surgical expenses under Section 2 of the policy covering the inpatient stay in any treatment facility, including hospitals and community care and recovery facilities, or as directed by the Singapore Ministry of Health, for up to $30,000 per entry into Singapore. This is a separate limit specifically for the COVID-19 cover. Please refer to the illustration below on the Covered Limit.

1. How do I purchase the COVID-19 cover for my domestic helper?

New hires from outside Singapore

For new hired domestic helper, the COVID-19 cover is automatically included under MaidPlus insurance to comply with the Ministry of Manpower's (MOM) requirements. 

Transfer case or renewal of work permit

For transfer or renewal of the work permit of a domestic helper, the COVID-19 cover is offered as an optional add-on to our MaidPlus insurance. You can purchase the COVID-19 cover together with our MaidPlus insurance online. 

For existing customers with a MaidPlus policy

2. What is Stay-Home Notice (SHN)?

It is the legal quarantine notice issued by the Singapore government to the maid for entry into Singapore.

3. My MaidPlus insurance policy was bought and/or commenced after 1 January 2021. Can I include this COVID-19 cover in my policy now?

Yes, you may include this COVID-19 cover at an additional premium of $64.20 (inclusive of 7% GST), subject to the prevailing discount if applicable.

4. I have already included the COVID-19 cover in my MaidPlus policy. Is my domestic helper covered during her Stay-Home Notice (SHN) when she arrives in Singapore?

With effect from 8 May 2021, we have enhanced our COVID-19 cover to cover your domestic helper during the SHN period of up to 21 days of arrival in Singapore. If your domestic helper is entering Singapore after 8 May 2021, they are automatically covered under the COVID-19 cover under the SHN regulations by the local government authority. 

5. Is there any additional premium to cover the 14 or 21-day Stay-Home Notice (SHN) under my existing COVID-19 cover?

No, there is no additional premium charged. 

6. When do I need to purchase the COVID-19 cover?

You will need to purchase a COVID-19 cover before your domestic helper arrives (new hires) or returns (helpers currently working here) to Singapore. 

7. Can I claim inpatient COVID-19 treatment expenses incurred at private hospitals?

We provide inpatient medical expenses cover for treatments received in any treatment facility, including hospitals and community care and recovery facilities as directed by the Singapore Ministry of Health (MOH). 

8. Are mandatory diagnostic tests that my domestic helper is required to take during her pre-departure and post-arrival covered?

No, any mandatory diagnostic tests that your domestic helper is required to take for entering or leaving Singapore are not covered. 

9. Are there any other expenses that are not covered?

We will not cover any outpatient medical expenses, including any COVID-19 swab test for entry or exit from Singapore.

10. Do I have to buy the COVID-19 cover each time my domestic helper goes for her home leave?

The cover is a one-time inclusion to your MaidPlus policy and covers multiple entries into Singapore within the period of insurance. 

11. If my domestic helper is not returning to Singapore when her contract ends, do I need to buy the COVID-19 cover? 

No. The cover is only required when your domestic helper travels out of Singapore and returns to Singapore during the period of insurance. 

12. If my domestic helper terminates her contract mid-term and is not returning to Singapore, can I cancel the cover and get a refund?

No, there is no refund of premium if you cancel this cover or the entire MaidPlus policy. The COVID-19 cover premium is a flat rate, and no refund is allowed.
